Who do we blame for the incessant records of sexual harassment in our academic institutions?

Some people blame the lecturers for lack of self control and non adherence to job ethics, while others feel that it is the students that harass lecturers sexually for marks after failing exams as they lack the culture of reading ????.

Both parties are guilty but the lecturers should have more self control considering their age and job ethics.
